Mr. Declan O’Mahony – Mr. O’Mahony is qualified as a barrister in the UK in 1980 and is currently based in Brussels. In his present practice, he provides legal advice on international legal issues, inter alia, and in cooperation with Kosovo business organisations and to Kosovo entrepreneurs. He was engaged by both UNMIK Pillar 4 and under a project funded by the European Agency for Reconstruction as the Senior Legal expert on long term contracts between 2005 and 2008 to provide support to the Kosovo Trust Agency in its liquidation programme.
Between 2008 and 2014, Mr. O’Mahony was engaged by the EU Rule of Law mission to Kosovo (EULEX) to be the Property Rights Coordinator acting as the hub of expertise coordinating the activities of the EU Judges and Property Commissioners inter se as well as with the Mission and its national and international agents with the objective of developing the appropriate frameworks and judicial and non-judicial initiatives that were required to improve the mechanisms for the protection and enjoyment of property rights in Kosovo. In 2015 he was also engaged under a UNDP contract as the Legal and Political Adviser to the Kosovo Minister of Local Government. In 2016 Mr. O’Mahony was the project manager for an EU funded legal aid project directed at Internally Displace Persons (IDPs) from Kosovo intended to secure the property rights of IDPs in Kosovo.
